The sum of d£2o,oflo has been anonymously donated towards a fund for tlio distribution in Britain, Germany, France, and Italy of free copies of Norman Angell's hook, "The Great Illusion," in favour of universal peace. DOES WAR PAY? Tho "great illusion," in Mr. Angell's view, is that naval and military power gives a nation commercial and social ad--vantages. War, even succcssful war, he argues, is bad business. Ho supports this by four fundamental propositions: 1. That the financial interdependence of modern States (e.g., England and Germany) is such as to render an enemy's property intangible. Germany, after victory in war, could not confiscate British property on a large scale without such a disturbance of credit as would Tecoil on her own industry and finances. War docs not pay. 2. That it is impossible for one country to enrich itself by subjugating another and annexing provinces. Annexations do not' pay. 3. That it is impossible to levy an indemnity upon a defeated nation without tho victor, who draws the indemnity, suffering, because tho indemnity is paid in goods. Indemnities do not pay. 4. That tho minor Powers with fwble armaments enjoy tetter credit than the. great and well-armed States. Armaments do not pay.
