RECIPROCITY.

Fielding, Canadian Minister for Finance, in a letter to the newspapers, replies to remarks made by Lord Selborne in the House of Lords on May 19. Mr. Fielding denies that the CanadianAmerican Reciprocity Agreement introduces a precedent. The Elgin Reciprocity Treaty with the "united States did not provide for equality for the products of I'ho whole of the Empire. The United Kingdom had long enjoyed tariff advantages with regard to Germany which were denied to Canada; and also enjoyed similar advantages with regard to France and Italy. DISCOURAGING OUTLOOK IN CONGRESS. London, June 5. The friends of President Taft admit that tho prospect's of the Canadian-United States Reciprocity Bill's passing are very discouraging. The public hearings of'the Senate Committee on the Reciprocity Agreement have concluded, and the committee will discuss its report on Wednesday. The newspaper publishers' evidence before the committee revealed the existence of a printing paper trust which the publishers hoped would be smashed when reciprocity arrived.
