The "Scotsman" slates that the Post-master-General, Mr. Herbert Samuel, has decided not to proceed with a uniform design for stamps for the Empire, as Mr. Fisher, Sir Joseph Ward, and Sir Wilfrid Laurier have intimated that the proposal would not bo favourably received in the Dominions. Mr. Samuel intends to extend the Imperial postal order system to. Australia and Canada.
