"Tho Times," in examining tho official return of the comparative strength of tho navies of the principal Powers, concludes: "Our pre-D rend nought vessels aro becoming obsolete in greater numbers than those of foreign Powers, and tho balance is not being redressed by new construction. Thus in 1910 wo are building nine against the twelve of Germany and tho United States. Tho figures in 1911 will similarly be ten to fifteen. "When, however, armoured cruisers are added to battleships, tie figures make a better showing. Nevertheless, wa are relatively two ships fewer than a year ago, and should be four fewer if the colonial armoured cruiscrs wore excluded. "Henao," concludes "The Times," "it is somewhat optimistic for Mr. Lloyd-George to assume that the climax of naval expenditure has been reached." 1 « —
