SPEECH BY ME. BALFOUR. London, May 19. Mr. Balfour, Leader of tho Opposition, speaking at Newcastle, suggested that, as tho Government was indisposed to accept Lord Lansdowne's Bill for reform of tho House of Lords, it should produce its own reform at its own time. Meantime, said Mr. Balfour, the Government should give a guarantee that Homo Eule would not be passed without consulting the people by referendum. 1
