TEACHERS IN PROTEST.
AN UNFORTUNATE CIRCULAR, By Telozraph-Press Association-Gooyricht „. ~ London, May 14. Six thousand school teachbrs held a demonstration in tho Albert Hall as a protest against the Holmes-Moraut circular in March last.

A memorandum attached commented unfavourably on (lie work of ex-elementary teachers who had been appointed local inspectors (by the local authorities) as compared with inspectors who had received a more cultured education. It was stated that exelementary teachers as a nllo were uncultured and imperfectly educated. "Wo cannot wonder," it said, "that local inspection as at present conducted in largo towns is rather a hindrance than an aid to educational progress." Mr. Runeiman, President of tho Beard ot Education, warmly censured Mr. Hoare for publishing parts of a document ?• i>? ™ 5 m , a ?' ked "private and confidential. Ihe chief inspector in tho early part of last year had issued the circular, nut it was a circular which expressed his private opinions, and was in no «en=e representative of the policy of the Board ot Education. "I have never held the opinion that the elementary teacher was unfitted for high office. The very last man [ appointed was from an elementary school. 1 appointed him because he was the best man for the post."
