"Wo cannot wonder," it said, "that local inspection as at present conducted in largo towns is rather a hindrance than an aid to educational progress." Ihe chief inspector in tho early part of last year had issued the circular, nut it was a circular which expressed his private opinions, and was in no «en=e representative of the policy of the Board ot Education. "I have never held the opinion that the elementary teacher was unfitted for high office.
