COMPULSORY SERVICE BILL. By TeleEraph-Press Assoriation-CoDjrteht Madrid, May U. Congress and the Scnato have adopted a Compulsory Military Service Bill. Military service in Spain is compulsory, but the'form is that of a conscription rather than the universrl service of the great military nations. There are many exemptions, .and a substitution and a money payment in lieu of personal are permitted. Seventeen countries have adopted universal compulsory service as follow :-Argentina, Austria, Hungry Bulgaria, Chile, Denmark, France Germany, Greece, Italy, Japan, Xonvay, R u . mama, Kussia, Servia, Sweden, Switzerland, Turkey.
