Lord Dunmore's Small Ownership and 'National Land Bank Bill has been read a second time in the House of Lords. , The Bill proposes that land banks shall make' advances at four per cent, interest, of which one-half por cent, shall be allocated to a sinking fund. '. Lord Carrington, President of the Board Jf Agriculture, opposed the measure, and promised the introduction of a Government Bill.
