The "Times" says: "Mr. Asquith's answer to the deputation that presented tho Imperial Council memorial was distinctly encouraging, and could not wisely, perhaps, have been more precise. \\'c most cordially concur in his closing remarks, but the initiative lies in the Government's hands. . . . The Government should immediately decide in what direction, with the concurrence of the Dominions, it desires itself to move."
