The hope was forlorn under the peculiar circumstances, but not ■ by any means discouraging. Responsible government, civic as well'as Parliamentary, is vapidly degenerating from ethics to '£ -s. d.—from self-govern-ment to the control of tho nation's cnpl- '' tal by a handful, of adventurers. Regeneration must begin with the voting, and yesterday's polling, if properly analysed, would show that the voter has still a lot to learn in the equation of the vote as an index of quality from the point of view of the utility of the individual tc the good of the State.
