THE EXPROPRIATION ACT. By Telceraph—Press Association— Oopyrient Berlin, April 26. At the Pan-German Congress speakers declared themselves alarmed at tho increase in the number of Poles in-East-ern and Western Provinces, and adjured the Government to put into effect the Expropriation Act passed three years ago. Tho Polish. Expropriation Act, which was passed by; the Prussian Parliament early in 1908,' aimed at preventing the German element from leaving the Polish provinces in Western Prussia, and it was claimed that it was rendered necessary by the high figure up to which tho prico of land was being artificially forced. The Government only asked for the right to expropriate, and hoped that it would rarely be found necessary to exercise the right. The Poles, the Radicals, and tho Centre party strongly opposed the measure.
