IMPERIAL PROBLEMS.

SIR JOSEPH WARD'S PROPOSALS. ' PRESS COMMENTS. By Telearaph-Prcss Association -Copyrtelit London, April 26. The "Morning Tost" (Unionist) questions whether Sir Joseph Ward's Imperial Council scheme conforms to tho prevalent idea of Imperial partnership. Any moral or legal authority possessed liy the council would, says "The Post," impair autonomy. The paper would prefer to see the utilisation of the existing nmple opportunities for co-operation, instead of the establishment of new machinery. SIR W. LAURIER. UNABLE TO ATTEND CONFERENCE. Ottawa, April 26. The Opposition will fight the Reciprocity measure, and Sir Wilfrid Laurier, the Prime Minister, will therefore be unable to attend the Imperial Conference. PROPOSED ADVISORY COUNCIL. A PETITION. (Rec. April 27, 10.15 p.m.) London, April 27. Mr. Asquith will receive to-day a petition—which has been signed by over one hundred members of Parliament drawn .from both sides of the House—to the following effect: We, the undersigned members of Parliament, representing all political parties, are of the opinion that the time has arrived to take practical steps to associate the Overseas Dominions in a more manner with the conduct of Imperial affairs, if possible, by means of an established representative Council of an advisory character in touch with public opinion throughout the Empire. RECIPROCITY. : A FIGHT TO THE BITTER END. (Rec. April 28, 0.5 a.m.) Ottawa, April 27. The Conservatives have decided to oppose Reciprocity to the bitter end, and to maintain obstructive tactics in Parliament. It is now considered improbable that Sir W. Laurier will be able to go to London, except by amending the Parliamentary rules, in order to apply the gag. The Liberals cannot hope to carry reciprocity before June or July.
