DRAINING SCOTLAND'S MAN- • HOOD. ; By Tetenraph-Press Association-Oopyrlsht (Rec. April 24, 9.55 p.m.) London, April 24. The Master of Elibank, in a letter to the Midlothian Liberals, says the census figures show that the heavy emigration from the Scotch rural districts is draining the manhood of the country, which is in mortal danger. He suggests the extension of ilio provisions of the Scottish Land niil.
