The Assistant Minister to tho Treasury, Mr. Carrnichael, in a speech advocating a State insurance scheme, declared tliat New Zealand State insurance, taken from the point of view of the general public and insurers, was an emphatic success. Tho New/ Zealand Department may not have had much to distribute in tho way of profits, but ono effect of the scheme had been a reduction of premiums by the whole of. the privato companies.
