ANGLO-GERMAN AGREEMENT ADVOCATED. ATTITUDE TO THE GOVERNMENT. By Telccraph— Prqss Association-Oopyricht (Rec. April IS, 11.30 p.m.) London, April 18. The Independent Labour Conference has opened at Birmingham. Mr. AV. Anderson, in his presidential address, said Sir E. Grey's speech on international arbitration came as a ray of light heralding the new dawn. Thero was need of an Anglo-Gorman agreement, for the present Government had been influenced by scares and grossly imaginative estimates of Germany's shipbuilding. The most untutored Jingo could not have outstripped Mr. M'Kcnna, the First Lord of the Admiralty. An animated discussion took place on a resolution instructing the Labour members of tho House of Commons to vote on every subject, regardless of consequences to the Ministry. Many blamed the party for not supporting Mr. Keir Ilardic's protest regarding tho Cambrian strike. Mr. Ramsay Maedonald explained that he was afraid that to censure Mr. Churchill would endanger the Government. The debate was adjourned. .
