KARORI BOROUGH COUNCIL.

The fortnightly meeting of the Karori Borough Council was held 'at tho Council Chambers, Karori, last evening. The Mayor (Mr. C. 1. Dasent) was in the chair, and others present were: Councillors Cathie, Burn,. Hildroth, Welling, Standen, Walmsley, and Spiers. A letter was received from the manager of the Standard .Company stating that, as the company desired to secure some ot the business of the local bodies, the accident insurance might be given to it— It w-is resolved that the council take no action at present regarding accident insurance.

An application was received from Mr. A. Moore, on behalf of the residents of Joll Street, asking that a lamp be placed on the upper part of that street. As there are now live houses on the street, the one lamp on the zig-zag was not sufJicient. —The letter was referred to the Lighting Committee.

An application by tho" Karori Football Club for the use of a room on the Karori Kecreation Ground for training purposes .was granted. The club also asked that tie i council should grant the club tho use of tho ground. The Mayor stated ithat this was a matter for the Eugby Union to deal with.

Councillor Standen moved a resolution to the effect that tho Town Clerk should give _threo_ days' notice in writing before imposing a penalty of ten per cent, on all outstanding rates. ■. •■• The Mayor stated ; that" it would be much more ; satisfactory if ratepayers were to'receive'such a notice' than to bo summoned. --.Councillor. .Cathie did not think that.this procedure would improve' the position. Councillor Burn was of opinion that tho ratepayers had had ample time in which to 'pay their rates. If the rates had not been paid by a certain time it meant that the council would have to obtain an overdraft at tho bank, and then, pay interest on it. This was not fair to those who had paid their rates promptly. Several cov.nuillors thought that, if the morion were passed, the procedure followed (in imposing an additional tax of 10 per cent, for nonpayment of rates) would bo affected, but Councillor Standen explained that this was not so. Ho further stated that the question of an overdraft was, after all, a secondary consideration. In any case, it would bo an act of courtesy to the ratepayers to forward them a notice, and thus giv* , them three days' grace. After further discussion", the motion was put, and lost. •

Tho engineer's report stated that work nn the tramviy exterisb.i wjs progressing very satisfactorily. The laying of the rails bail almost been completed, and, in fact, the last rails had been laid, and now only required fastening up. Tarring operations would begin at once, and the making up, or formation, of tho road, and trimming of tlir footpaths would bo proceeded with. The lino would 1» ready for inspection in about a fortnight.
