The action of the Governmenr iu referring to the Council of State the whole question of the delimitation of the area in which champagne may bo produced has been much discussed. A climax was reached when the Senate, by 213 votes to 62, expressed its confidence Hint the Government would ■submit, lo Parliament at the earliest opportunity n. Bill securing Hip repression of fraudulent practices, without, maintaining, a territorial delimitation calculated to provoke divisions among Frenchmen. After the debate, M. Zobers, o£ the Aiibe- Defence Committee, informed "his mandatories, that failing the unconditional inclusion of the Department of Aiibe in the delimited area, it was preferable- that all delimitations be abolished and any anti-ndulteratioa laws strengthened. Indescribable scenes have taken place iin the Valley of the Marne. Thousands of vine-growers spontaneously assembled, and inarched to Dizy, near Epernay, the great centre of Hie champagne trade. On entering the place they ran riot, and in one firm's cellars smashed 230,000 bottles of wine. The mob barricaded three streets with vats, benches, presses, and other material, and burned tar' barrels. A force of gendarmes and dragoons has restored order. Many demonstrations and counterdemonstrations have been held elsewhere.
