Sir,—May I point nut in your columns (lie urgent" neei'.-Mty for giving expression to public opinion in support of the following resolution, to be proposed by your (iovernnient at the forthcoming Imperial Congress :—"That Iho Empire Ims now reached a stage of Imperial development which renders it expedient that there should be on Imperial Council of State, with representatives from all the, constituent parts of the Empire, whether self-governing or not, in theory ami in fact' advisory to the Imperial Government on all questions affeciir.* Iho interests of his Majei-ry's Dominions oversea." That proposal is the. first, step in creating a new bond of Empire by giving to the oversea Dominions a direct voice in tho Councils of. the Crown. The time has come for your Dominion to have, what has been too lons withheld, a responsible share in directing your own foretell and Imperial or interState affairs, which are now subordinate to the exigencies of parties and groups in the United Kingdom alone The dangers of the present system are shown and the subject more fully discussed in my pamphlet (copy by this mail in separate cover) published by Messrs.
