LADIES AND GENTLEMEN,—I beg to announce'that I nm offering myself as an Independent and Progressive Candidate for. a seat in the Wellington .City Council.' ■ I noticed in a. leader in ■ a morning paper that it ivas staled that some of tho candidates annear to be holding back tlicii- views. I think that when a new Candidate comes forward for the first'time and asks for the support of tho Electors in a Municipal Election, the position is not the same as in an election for Parliamentary honours, and, therefore; he should not be required to state in detail what policy he will follow. 'After having been elected arid-serv-ing a term and , 'watching.the interests of tho. Electors, a Councillor is then in a position to state what is right or wrong. Until he gets acquainted with tho inner working of municipal affairs it is impossible for a new man to state in detail what measures he will support for the good of the City. I have beer 35 years in Wellington, and so far, as a, business man, everything -I have undertaken has turned out satisfactorily to all parties concerned. Any business man who has lived such a time- in Wellington ought to be of soino use in furthering the welfare of the community. If elected, I will endeavour to do my best, and use all my ability in furthering the true interests of tho Ciity. 1 have in the past frequently been requested to allow myself to be nominated for election, but, owing to pressure of business, I could not devote the time necessary ior tho faithful attention to public duties whicha'publte'position rightly demands. However, 1 am now enabled to use my spare time and energy (which I think is tho duty of every citizen) to promote the progress of our City. In conclusion, if elected,' I shall do my best to support all progressive measures for the good of one and all. Yours faithfully, .JOSEPH MANDEL.
