PROSPECTS NOT BRIGHT.

In his Message to Congress, President Tnit announces the abandonment of flic projected Tariff Commis>ion measure, in ordor to leave Congress free (o deal solely wilh the Canadian-United States Keeifirocity Agreement, lie strongly urges the ratification of the Agreement. The Democrats have decided to urge forwiml the Tariff Revision Bill, which the Senate strongly opposes. The Democrats declare that they will withhold reciprocity unless the Senate agrees to tariff revision. A deadlock is probable. The Reciprocity Agreement's chances are not considered bright. A COMING DISCUSSION. Melbourne, April 6. A meeting of the council of the Chambers of Commerce has decided to include trade reciprocity between the Commonwealth, Canada, New Zealand, and South Africa amongst the questions to be discussed at the annual meeting of the Associated Chambers of Commerce.
