EXPANDING FINANCES. By Telegraph—Press Association-Copyridit (Rec. April 6, 0.55 a.m.) Ottawa, April 5. Mr. Fielding, the Canadian Minister of Finance, in his Budget speech, congratulated Canada on its satisfactory financial condition. He referred to the great immigration to the Dominion, tho increasing revenue, the absence of any increase of taxation, and the large inflow of British capital. Tho surplus of revenue over ordinary expenditure exceeds iCG,OOO,OOO. Mr. Fcilding argued that reciprocity with the United States was certain to expand Canada's ever-growing markets.
