CABINET RECONSTRUCTED. By Telegraph—Pr.css Association-Copyrieat Madrid, April 3. The Spanish Prime Minister, Senor Canalejas, has reconstructed his Cabinet. Senor Garcia Prieto retains the portfolio of Minister for Foreign Affairs, and General Lugue becomes Minister for War in succession to General Aznar, who, it was predicted, would be thrown overboard.
