MILITARY EFFICIENCY.
SPEECH BY SIR JOHN. FULLER.. By Telegraph—Press Association—Copyright London, April 3. The Wilts Yeomanry, of which he is major, entertained Sir John Fuller, the new Governor of Victoria, at dinner on the eve of his departure for Australia. Sir John, 'replying to the toast of his health, said he would carry to Australia recollection of the efficiency of the voluntary military system in England. If Aus'iralia attained to tho same efficiency under a compulsory system, then the Imperial spirit would carry the Empire undefeated all the time.
