He agrees Hint there shall be no re-election of Presidents, is in favour of a reform of the electoral law, the removal of obnoxious provincial officials, the improvement of (he personnel of the Judiciary, and the division of the great private estates iii the country. MORE FIGHTING IN THE NORTH. MANY KILLED ON BOTH SIDES. (Rcc. April 2, 5.5 p.m.) Mexico City, April 1. Reports t from El Paso state that two days' stubborn fighting has taken place in the neighbourhood of San Rafael, in the province of Sonora. Tho rebels outnumbered the Federal troops, but owing to lack of ammunition were compelled to retreat. It is reported that a hundred were killed on both sides. The Federal wounded have arrived at Hermosillo.
