RUSSIAN BLACK SEA FLEET.
a FOUR BATTLESHIPS VOTED. By Telegranh—Press Association—Copyright (Rec. April 2, 5.5 p.m.) St. Petersburg, April 1. The National Defence Committee has voted four battleships for the Black Sea Fleet. The Russian Black Sea' fleet consists of six fairly modern battleships; two obsolete battlehips, and two cruisers. Tho Duma Committee of National Defenco in February drew up a formidable indictment against the Ministry of Marine; charging it with devoting to other purposes the credits voted in 1908 and 1909 for torpedo boats and submarines in the Black Sea. It also accused the Ministry of disregarding the naval programme which was approved by the Tsar, and suggested that tho Ministry considered the naval position of Russia in. tho Black Sea so satisfactory that it did not need any strengthening. The report dwelt at length on- tho Turkish naval developments in tho Black Sea, and raised a warning of possible disaster, the consequences of which it was impossible to foresee.
