DECLARATION OF LONDON.
GERMANY FAVOURS RATIFICATION. By Teleerapn—Press Association-Gopyriehl Berlin, March 30. The German Foreign Office has informed a committee of tho Reichstag that Germany is disposed to ratify tho Declaration of London, but will not assent to America's proposal to invest the International Prize Court with the function of a general and permanent Court of Arbitration.
