Speaking in the referenda campaign, Mr. Booby, the State Minister'for Education, said those responsible for the controversy, instead of facing tho issue and asking the people if the time was ripe for tho proposed change, were taking a short cut to unification fraught with danger to the future government of tho Commonwealth.
