Sir, —I cut enclosed paragraph from tho "Canterbury Times ': of loth instant, and it should be copied by every newspaper in the Dominion. The Licensing Act should provide that every person should pay for his oxvn drink, and, further, that all drink sold over the counter should bo measured, as it is in the Old Country. Drapers and grocers, etc., have to measuro what they sell, and why should not publicans bo made to do the same. I believo if tho above ideas were made law thero would be no call for prohibition, and the drunken loafers who haunt country hotel bars would disappear.—l am, etc., ORLANDO. [Enclosure.]. Speaking of the West, Mayor A. V. Fawce'tt, of Tacoma, Washington, is "boosting" an anti-treating ordinance before tho City Commission of that thriving community. "I know a lot of workmen who would take home moro money if there were no treating in saloons, Mr. Fawcett recently said, and bo has appealed to the peoplo of Tacoma to support that statement. Fawcett Hover was a temperance mail. He has generally received the support of saloon politicians. "Of courso I know that my plan would closo up more than half of tho saloons," ho has also said, "but if men don't drink more than they really need that will be enough. Tho treating system makes them drink more than thov want. A fellow goes to get a drink, meets a friend, aud treats. Then tho other fellow treats back. Probable somebody else comes in, and the. first thing they are drunk and the saloonkeeper has their money." Tacoma's new ordinance "puts it right up to" the one hundred and thirty-eight saloonkeepers in tho town.- 'if it is passed, ass seems very likely, each must run his place on tho "anti-treating" plan. He may not serve or permit to be served any liquor excepting to tho person who buys it. If he does ho will be fined 100 dollars and then the City Commission may revoko his license.
