HASTY LEGISLATION.
AND ONE OF ITS RESULTS. One of the results of what was described at tlio Wellington Education Board meeting yesterday as "rushed legislation" is the difficulty which has arisen in connection with the provision of suitable polling places in the country districts for tho Harbour Board election. Tho Education Board had befuro it a letter stating that tho Horoeka. School would bo wanted for the election, and the chairman (Mr. E. Lee) was strongly of opinion that the request should bo declined. Mr. J. C!. W. Aitkcii thought that tho matter, which involved a general policy if many of their schools were to be so requisitioned) should be left in the hands .of the chairman, secretary, and the inspectors. Parliament should have considered this point when it was dealing with the question. The teacher, most likely, would bo requisitioned too, for he might be the only suitable returning officer available. Parliament should have indicated in what places and by whom this election was to 1)0 conducted. Mr. W. C. Buchanan agreed. Parliament • should have considered if. But, he added, tho rush of legislation at the last minute put that out of tho question. Mr. Aitken's suggestion wa,s agreed to. He further suggested that tho Education Department, ought to approach the other Department concerned in this matter with (he purpose of arriving at a clear understanding on the point.
