9 A TWELVE-HOURS DAY. By TelcEraph—Press Association—Oopyrielit (Rec. March .24, 9.15 p.m.) Calcutta, March 24. With the support of all the provincial Governments, tho Viceroy's Council has passed tho Factory Bill, establishing a twelve-hour day for all adults, and a six-hour day for children. The measure introduces for tho first timo direct Icgislativo - restrictions on men's labour, and this, notwithstanding tho continuous opposition of tho Bombay cotton firms and tho Calcutta jute manufacturers.
