THE NEW TREATY. By Telegraph-Press Association-Copyright. Toklo, March 2. Count Komura, Japancso Minister for Foreign Affairs, speaking in tho Diet regarding the abrogation of tho immigration clause in tho United StatesJapanese Commercial Treaty, declared that Japan would not depart from her present emigration policy in respect to tho United States.
Commenting on tho new treaty, the San Francisco "Chronicle" says—"lt (loos not appear that the United Stales is to secure any distinct quid pro quo for its concessions to Japan. However, it is understood that, simultaneously with the ratification of the treaty there will be a reiteration by tho Japancso Government ol its passport policy, and of its intention to restrict tho immigration of Japanese labourers to this country. Furthermore, it will bo provided. that the new Ircatv may he abrogated on six monllis' notice, and that notice may he given at anv time, instead of as in the ca=o of tho cxistine treaty, at tho end of twelve years.
