Mr. Ha'rcourt, Secretary for tho Colonies, replying in tho House of Commons to a question, said that he was refraining from appointing a new Un-der-Secretary for the Colonies, in place (if Sir Francis Hopwood, retired, pending the meeting of the Imperial Conference. He added that it would bo discourteous to take a step seeming to prejudice the result of tho discussion, and Sir Francis Hopwood-would occupy tho post honorarily during tho conference.-
