This has arisen from fierce competition among underwriters and from tho fact that tho volume of business was not sufficient, to feed all those engaged in it. Just before tho last mail left London an agreement was come to by the heads of tho "time" market to make an-, other effort to lift tho hulls .-f steamers on to a paying basis, and the agreement which is binding from January 5 was signed, by tho underwriters of tho leading marine Insuranco 'companies and a very largo number of thoso at Lloyd's. Tho agreement is as follows:—During tho last 10 years, taklns into consideration tho reduction in values, tho rate of premium on tramp steamers 1m fallen .to per cent. This has roultcd in a,very considerable, loss to underwriters, and tho partially successful attempt to raise the, premium in 1909 and 1910 has proved to be insufficient. Tho avcrago rate now paid is still below that of 1905, since which year thi3 class of business has resulted in loss. It io, there; fore, agreed that an advance in premium of. 10 per .cent." bo raado on all . tramp steamcrßi and that a further advance ho imposed on nil fleets, or vessels where tho results havo been unsatisfactory. In cases whero.. valued aro reduced, a proportionate Increase in the premium shall bo imposed. The agreement is binding in tho case of all, tramp 6tcamers. It is suggested that whero thcro io room for doubt whether certain steamers nro tramps, tho leading underwriters on last year's slip should confer beforo writing. The 10 per cent, advance is a minimum only, and a still further advance is to bo made where losses and claims havo been unusually heavy. On rates of 10 guineas per cent, ordinary and over, underwriters to havo tho option of continuing at one guinea extra.
