Fisher defended his refusal ,to adopt elaborato : restrictive measures, on - tho ground, largely, of the unsatisfactory • results as yet obtained from tho tuberculin test.,, Now.ho 'states that tho disenso is ono iu regard to which, although dir. knowlodgo of its. nature is fairly' complete, wo "have, as. yet, uc definite policy," ' its'- control" presenting perhaps greater difficulty than does that of any other malady affecting,tho domesticated animals. So far, lio goes on to say,-"no country in tho world has been able to deal with-it at all satisfactorily, and of tho 'many attempts n't legislation which havo been mado' by, different communities, almost' air have utterly failed, tho boneiit,derived from tho others has been,so oxceodingly slight as to fairly justify tlieir being also classed as-failuros.
