THE PARLIAMENT BILL.
THE TEXT OF THE MEASURE. The following is tho full text of tho Parliament Bill introduced by the Liberal Government. Tho Bill is described as "A Bill to inaho provision with respect to tho |powers of tho House of Lords in relation to those of the Houso of Common?, and to limit tho duration of Parliament." The Preamble. Whereas it is expedient that provision should be made for regulating tho relations between the two Houses of Parliament: And whereas it is intended to substitute ,for tho House of Lords as it at present exists a Second Chamber constituted 011 a popular instead of hereditary basis, hut such substitution' cannot bo immediately brought into opetalion: And whereas provision will require hereafter to bo mado by. Parliament in a measure effecting such substitution for limiting ami 'denning the powers of tho now Second Chamber, but it is expedient to inako such provision ns in tins Act appears for restricting tho existing powers of the House of Lords; Bo it thereforo enacted by the King's most Excellent Majesty, by mid with advice and consent of tho J.ords Spiritual nml Temporal, and Commons, in this present Parliament assembled, and by the authority of tho tame, as follows: Powers of House of Lords as to Money Bills. .
