KAISER ON SUICIDE.
• NEW LEGAL DOCTRINE. By Tclccraph—Press Association-Copyright. (Rcc. February 22, 11.20 p.m.) Berlin, February 22. The Kaiser has issued a decrco quashing tho dismissal of an officer of tha army for having attempted to commit suicide. The Decree declared that suicido is not a crime for which the perpetrator is responsible to a mundane tribunal, but exclusively to God.
