Frank'O'Doiiiictl, who founded tlio so-culled Irish Active Policy in 1873, and has been prominent in Irish nfl'nirs in past years, in a letter to "The Times" declares that, whatever tho merits or demerits of tho payment of members and of election expenses, they would emancipate Ireland from the domination of American dollars, and weaken the Irish League's influence. The question of Homo Rtilo should ho submitted to a free election, above the dictation, of an oppressive machino and its foreign funds. Mr. O'Donnell advises Sir. Asquith to wait until tho Irish constituencies render a. free vote. He declares Mr. Redmond's guarantee of finality to bo worthless. MR. SPEAKER'S IMPARTIALITY, ATTACK BY MR. GINNELL. London, February 17. ■ Arising out of remarks made in , the House of Commons by Mr. Ginnell (Independent .Nationalist), when the Light Hon. J. .W. Lowther was re-elected Speaker, Mr. J..C. Wedgwood, Liberal • member for Newcastlo-under^Lyme,-subse-quently wrote to Mr. Ginnell denouncing the Speaker, who, lie said, was not a bit impartial,' but- a deadly enemy, to land taxation. The letter was published in an Irish newspaper. To-day tho House of Commons discussed a question of privilege. "Wedgwood explained that the letter was a private one, and that he would not apologise to the Speaker. Thb matter was adjourned • till Monday. . THE HOKNCASTLE SEAT, London, February 17..
