Admiral Von Tirpitz, Secretary to tho Admiralty,-speaking during tho naval debate in the Reichstag, declared. that tho German fleet had never been ; built for offensive purposes. ", Herr Ledebour said he hoped the Government would censuro Prince Henry for his speech. Admiral Von Tirpitz replied that there was nothing in tho speech which should have been left unsaid.
