'• TIMES" URGES RATIFICATION London, February 13. "Tho Times" congratulates the Government on postponing tho ratification of the Declaration of London until tho Imperial Conference meets. . Tho declaration, says i'Tho Times," is a distinct improvement on the present position, and refusal to ratify it would snerinto real substantial advantages for tho sake of more ideal conditions not immediately obtainable. "The issues aro too vital for any political .party attempt to make, capital out of them." MR. FREDERICK HARRISON'S VIKWS. (Rcc. February 15, 1.10 a.m.) London, February 14. Mr. Frederick Harrison, in a letter to "Tho Times," strongly advocates the ratification of tho Declaration of London, on tho ground that it giVcs fresh security for Great Britain's food supply in war time, and that a refusal to ratify would stimulate the riso of an unfriendly coalition of Powers which , are now neutral. . ■■"-..
EXPLANATION BY MR. M'KENNA. (Reoi February; 14; 11.20 p.m.).- . London, February 14. Mr. M'Konna (First Lord of tho Admiralty), in reply'to Mr. Lee (Unionist), said tho Admiralty was represented at tho International Naval Conference which led to tho Declaration of London, the' recommendations of which wero submitted to, and considered by, tho Admiralty. Thero was no occasion for the Board* to formally signify its approval.
