SPEECH BY THE FRENCH FOREIGN MINISTER. (By Telegraph—Press Association Copyright) Paris, February 3. M. Pichon, Minister for Foreign Affairs, replying in the Senate to criticisms on the usefulness of tho Triple Entento (the agreement between France, Britain, arid Russia), depredated tho statements that the entente with England was unproduclive, anil that military matters had not been discussed during tlio past two or threo years. Tho Minister exclaimed: "What do you know about it? Diplomacy is not carried on in public places." Proceeding, If. Pichon affirmed, in his own name and on tho strength of a declaration made by him on behalf of Britain, that tho entente was never more complete or more intimato than it is to-day. Tho Minister spoke in a similar way in regard to the alliance with Kussia, which had fully informed France prior to and during the meeting between tho Tsar and Kaiser at Potsdam. '■'Whatever the outcome .of tho Potsdam interview, ho added, there would bo nothing to regret from the standpoint of the interests of France and peace. f
