'A' HOSTILE MOVEMENT.Br Telegraph—Press Association— Copyright (Rec. February 5, 5.5 p.m.) ■ London, February 4. Tho International Arbitration League has issued a manifesto signed by a thousand working class' leaders, including 42 Labour members of tho House of Commons, against compulsory military service, declaring that tho movement in favour of such service is supported by a wealthy organised conspiracy and tho reactionary press against the workers' liberties. The manifesto adds that compulsion in any form is bad and Homo defence does not need it. EXPERTS DISAGREE.
London, February 3. Lord Roberts characterises' General Sir lan Hamilton's recently-published book on "Compulsory Service" as mischievous, unfair, and wrong in every point.
