At a meeting of the Baltic Exchange, under the auspices of tho Imperial Maritime League, it was decided to appeal to Parliament to reject the Naval Prize Bill. The meeting demanded tho complete repudiation of the Declaration of London. Mr. Gibson Bowles contended that Sir E. Grey was misled by trusting mainly to underlings and consulting neither seamen nor lawyers familiar with international law. I
