The "Daily Mail" publishes what it terms an official defence of tho Declaration of London; It is pointed out that tho ships of belligerents have no immunities under the Declaration, aud that tho security of food convoys is dependent on their own navies. Tho opponents of (Jio Declaration kept this view in tho background, creating the impression that merchantmen, British or neutral, would sail on the high seivs unprotected and at tho mercy of an enemy. ;Tho Declaration Secures aud defines tho rights of neutrals, aud provides a tribunal uncontrolled by belligerents. The question, therefore, is whether local prize courts are safer than international. \ '
