A deputation from .the Society for the Prevention of Cruelty to Animals waited on the Mayor (Mr. T. M. Wilford) this morning to request that the City Council would have all vehicles used in the city numbered. In advancing the request, Mr. J. S. Jameson, president of the society, pointed out that in many cases its efforts were nullified owing to its.inability to discover the ownership of- a rehicio to which a suffering horso might be harnessed. Tho Mayor said the council had no power to compel tho owner of a private vehicle to number it. Tho powers of tho council in this direction applied only to vehicles plying for hire. If, however, tho society could show that in any case nn unnumbered privnto vehiclo was being used in plying for hire, proceedings would immediately bo taken against the owner for not having lire vchicle registered and numbered. Mr. AVilford was assured by the deputation that tho society would gladly avail itself of the opportunity thus afforded of bringing offenders to book.
