Colonel Seely, Under-Secretary for tho Colonies, in speaking at Oldham, - declared that tho possession of sea power in tho event of danger was Great Britain's first consideration. . Regard ng the statement by the opponents of tho Government that tho Liberal majority >was composed of ..a coalition, Colonel Seely declared 'that tho latter was absolutely united on tho main planks on which it fought. Wellington's army was a coalition, and it defeated Napoleon. The Liberals must secure the predominance of the expressed will of the people.
