A JUDICIAL INQUIRY. ' By Telegraph—Press Association—Copyright. Ottawa, January 15. A judicial inquiry regarding social vice in Winnipeg, Manitoba, exonerates the police, but finds that, lack of supervision has caused, a large increase ; of undesirables. There is much illicit liquor-sell-ing, which is a great menaco to morals. The civic aud provincial authorities are found to be blameworthy. , The inquiry foljowed charges made by leading clergymen, and the Moral and Social Reform Council of Canada.
