DISFRANCHISED RESIDENTS. By Telegraph—Press Association—Copyright . Melbourne, January 10. Proclamations have been issued disfranchising the residents of the Federal Capital and the ■ Northern Territory (taken over by tho Commonwealth). The Federal Government will , consider steps for ensuring the representations of those disfranchised. Tho United States Federal capital territory, the District of Columbia, comprising the city of Washington and vicinity, is governed by three. commissioners appointed by the President. The residents are-represented in Congress by a delegate who is entitled to sit and speak, but not to vote. The Commonwealth Constitution, Section 122, states: "Tho Parliament may make laws for tho government of any territory surrendered by any State to and accepted by the Commonwealth, or of any territory placed by the Queen under and accepted fay the Commonwealth, 01- otherwise acquired by the Commonwealth, and may allow tho representation of such territory in either House of tho Parliament to the extent and on tho terms which it thinks fit."
