A cable received nt Thursday Island states that alarming rumours are current at Vladivostock regarding the tension between China and Japan. The "Tung. Wah- Tiines's" correspondent at Peking states that .the Vice, roy of Manchvridr telegraphed to the Chinese Government reporting that tho situation thoro was daily becoming morn critical, and asking that it be. decided at once how he was to deal, with it.
The Viceroy pointed out that .Japan had been secretly making plans an 4 sketohes of all important points of defence, pouring troops .into Manchuria, and enlisting bandits for military service. In 'view of. these disquieting reports several high officials wero dispatched to' Manchuria to investigate affairs.
Railway matters are at the bott of the immediate ' trouble. T.he 'ClihtesG purpose starting a railway ftoni Hai Lung Kiang to Kai Tuan in order to connect with the South Manchurian Railway, which is under Japanese control. The Japanese regard this move with suspicion. ' They alleged. that it will affect their interests. China complains that Japan has in many ways interfered with her sovereign rights in Manchuria.
