• • CUMBROUS STATE MACHINERY. ' • Austria'and Hungary, or as iri interna-, tional relations they aro officially called," tho-Austro-Hunsarian monarchy; consists' of two States, the Austrian Empire and the-Hungarian Kingdom. Affairs common to. the tjro States are:—(l) Foreign affairs: (2) military and flaval-affairs'; and (3) fin, arice: relating, to common, affairs.' The two •States administer these matters by cominstitutions and common .ministries. .The conduct, of ail diplomatic .'affairs-and the diplomatic representation '(if "the' two .States abroad • aro common.- to both. The greater part", of tho iirme.d: fqrce' and the :entire navy are common, but the Austrian; -Liindwehr .f,n<l Aiistrian-Levy-in-..mass,' and the Hungarian Hoiiveilseg arid' the - Hungarian Jjevy-in-mass;' although f standing in organic' connection ivith ■ thecommon .army,', are special administered .by a particular ministry of .each State. The financial business is in fijr comnion, as the ..costs and expenses are- common, which are applied for :tho common institutions and-their conduct: -but each State provides separately', for:.the. assessment, collection, and transmission of .jts contribution.
V. Legislative nower relating to common affairs. (including the voting of money for'common purposes) is". pxercised by'tho Parliaments of Both States, but tluTduty of examining. the requirements','ofthe common services ' and ' advising what amount of money should bo voted for each, belongs to the so-called. Delegations, Of these,' there are two, each consisting. ■of GO members, of whom. 20 are chosen, from each of tho Upper Houses (tho Austrian Herrenhaus' and the Hungarian Forendihaz), and 40 from each ol uie Lower Houses' (the' Austrian' Abgeordnetenhaus and the Hungarian Kepviselohaz). Tho members are appointed for one year. Tho Delegations are'summoned annually bv. tho Emperor and King, alternately at Vienna and Budapest. TUoy deliberate independently of v each other, their: decisions being communicated reciprocally in writing;.:and if, after three such intercliances, they do not agree, then all. the delegates (or an equal number of'members from each Delegation) meet together, and, without discussion, settle tho matter by vote.
