A special, commissioner, of ."The Times'," after making investigation, declares that tho mysterious outbreaks in Suffolk in December, 1906, were probably pneumonic plague. Rat infection now extends over hundreds of. square miles. An increasing majority of Indian plague cases are bubonic. Rat infection in England assumes a pneumonic character: "Tho Times" demands that a searching Government, investigation should be made. ■■
